The 1301 and is lighter but feels more like a plastic gun. It shoots well and fast, although not noticeably faster unless you are pushing it to the max. The M4 feels more solid and feels better made. Head to head for a long term gun I would take the M4. The M4 feels stronger and robust.

The 1301 (any variant) is the more practical shotgun IMO/E, but for the same $, the M4 is a steal. I have both. I don't have as much time behind the 1301 as the M4 but so far both have been reliable for me.
