Since you are using SMGs a high chance to ignite or whatever might be 20%. Even with flicker maxed at 5 for a 30% increase, takes it up to only 26% 5 skill points is a high price to pay to go from 1 out of 5 to basically one out of 4 elemental effect chance in my opinion.
