you can use empower area and burning ground meteor anoints. you do not need double empower area, but having one plus the burning ground let's you entirely ignore the lane types and apply the same "tactic" on every single blight - whether it is a map-blight, or a blighted map, or a blight-ravaged map, it makes no difference.
