I know some other people have had this problem as well but when you call it in the little ball will spawn in and you will hear the sound of your ship but no air strike or turret will spawn. Ive found this problem in both normal missions and in the plains.

I use the 'Orokin Eye' and 'Kahl Beacon' and the count has not reduced. That may be why this has not been imlimented.
