So early wipe they spawn in scavs early to keep wait times lower. As the wipe progresses people will stop or only scav once or twice a session. This means there are more open slots for scavs and you spawn later in the raid and scavenge the remains. And you don’t get to spawn at the start of a raid.Reserve.
